ECOEMPOWER Regional Ecosystems
The overall objective of ECOEMPOWER was to design and set up regional One Stop Shops (OSS) offering integrated services and tools to local energy communities. The OSSs and high-level trainings empowered regional and local authorities to act as catalysts and matchmakers for citizen-led initiatives. The project activities were developed and tested with the active participation of 5 regional authorities and led to the creation/expansion of 5 regional OSSs with the support 15 local energy communities (3 for each OSS).
The Regional Ecosystems are:
- Autonomous Province of Trento, Italy
- Auvergne-Rhone-Alpes and Grand Est, France
- Allgäu, Germany
- Zlín Region, Czech Republic
- Central Greece, Greece
The services address multiple sectors: energy, ICT, social, economy and policy. In each region, the OSS and its services were co-designed according to local needs.
To enable for other interested regions to learn from the experience of the project, ECOEMPOWER developed an approach for OSS creation and operation, which can be accessed through the following deliverable:
Correspondingly, other D5.x deliverables can be found under the deliverables section, for a deeper dive into the performed activities in the scope of the regional OSSs.

You may find an overview of the situation of ECOEMPOWER One Stop Shops (assessed in September 2025) here.
The services that are newly developed or reinforced by the One Stop Shops in ECOEMPOWER can be accessed in this overview.

Key Achievements and Quantifiable Results
| Regional OSS | Key achievements | Quantifiable results |
| Trentino, Italy (PAT) |
Established a dedicated OSS for energy communities, integrating technical, legal, financial and organisational assistance. Supported three pilot initiatives in developing their energy-sharing models and strengthened cooperation between municipalities and local stakeholders. |
10 physical users and 1,584 virtual users. Virtual use increased from 500 in early 2024 to 1,584 in early 2026
2 additional energy-community initiatives received documented technical assistance. These are associated with 3.76 GWh/year of renewable generation, 802.74 tCO₂eq/year of avoided emissions and 416 participants. The region also reports 2 FTE of associated employment and €1.5 million in estimated investment..

France
(ACV) |
Strengthened an established citizen-energy support network through advisory services, training, financing support, digital tools and knowledge exchange. Supported the continued development of three operational pilot communities and contributed to the wider expansion of community energy projects. |
616 physical users and 2,500 known virtual users.
The number of communities with commissioned installations increased from 41 to 56 (+15) during the project period. The wider network reached 8,138 members/shareholders, an increase of 1,578. Approximately 200 people participated in 16 training activities in 2025. Network-level results include 15.479 GWh/year of renewable generation, 792 tCO₂eq/year of avoided emissions, €2.94 million in investment and 3.8 FTE in additional network organisations.

Allgäu, Germany
(eza!) |
Developed a specialised OSS service structure for energy communities, combining individual advice, technical support, information materials and networking. Supported established cooperatives and emerging energy-sharing initiatives, including the preparation of a major solar PV development. |
Approximately 35 physical users and 559 virtual users. Virtual use increased from 114 in early 2025 to 559 in early 2026.
7 physical OSS services were available in the final reporting period, compared with 6 in 2025. The final WP6 report does not establish a separately quantified, additional regional energy-generation, investment or participation result that can be reported here without including the excluded initiatives.

Zlín Region, Czechia
(EAZK) |
Expanded regional energy advisory services to support energy communities and electricity sharing. Assisted municipalities with technical and organisational planning and facilitated the uptake of the Czech Active Customer model. |
100 physical users and at least 1 virtual user per day.
41 additional Active Customer electricity-sharing groups were supported. Their associated renewable-energy portfolio accounts for 0.314 GWh/year of generation, 137.09 tCO₂eq/year of avoided emissions and €540,000 in investment. 13 energy managers received specialised training, while 1.8 FTE of existing agency staff capacity was allocated to supporting additional sharing groups.

Central
Greece
(ROCG) |
Developed a virtual OSS providing information and advisory support for emerging energy communities. Supported feasibility assessments, stakeholder engagement and organisational planning for three pilot initiatives, establishing a basis for their continued development. |
189 virtual visitors between March and June 2026. Visitor figures increased from 17 in early 2025 to 39 in late 2025 and 189 in the final reporting period. No physical OSS was established.
4 virtual OSS services deployed, covering awareness, information and legal/technical support, with 6 further services developed but awaiting deployment. No separately validated additional renewable-generation, investment or employment impacts were reported.
